It's a volume problem. System has to improve so there's more volume.

55% of all engineering students are foreign, yet the input of foreign Asians dropped by 75% between 96 and 99.

But more importantly, it's a global competitive issue. Our school system teaches calculus in the Senior year, while India teaches it in 8th grade. So, the system is an issue. There's also not enough math teachers.
