Exactly. Our Private Industry Council was extremely successful in placing workers at the least cost. (2nd lowest in the country) We surpassed all goals set by the feds. We were recognized for surpassing the goals. But they were not happy that we were spending so little. That shocked us...they were concerned about us not spending and wasting money. We chose to give the money back instead of wasting it. They did not like that one bit. What they do is wrong and people who support them are too.

The heads of the agencies (the real ones, not the political appointees) are appraised based on how much budget money they bring in, and they make damn sure that every penny is spent, because otherwise next year they won't get as big a cut of the budget. Efficiency isn't a big concern for them.
