Towards the end of the year it had $225,000 left over, and it was considered a disaster to have money left over. So they spend the $225,000 on flags of every nation to be hung in the building's "great hall." This agency was strictly domestic and had nothing to do with international affairs, so it was hard to see the relevance of having a flag for every nation in the world. But in any case the head of the agency was much admired for avoiding having any money left over at the end of the year.
