Yes, that is normal because governments REFUSE to adopt ZERO BASED BUDGETING (meaning each year you start from scratch and build up what you NEED by specific proposal). Instead they START with monies spent last year and automatically ADD for new programs and CofL increases. Just the adoption of zero based budgeting would likely decrease expenditures throughout the nation by 25%. jdn

That very abuse goes on in every agency year after year and the liberals push for more taxes...they push to have more of one's property seized through taxes and taken away from the individual (of course in the name of good) instead of being outraged by what our government wastes.

Multiply your agency referenced across our country and people would be shocked at the total dollars wasted in our country annually. Total disregard for our property and those pushing for increases in taxes instead of demanding
that the waste be eliminated are part of the problem.

It will of course go largely ignored by the tax and spend liberals on this thread. Too bad. The democrats and republicans have been throwing away our money for decades upon decades...and the party fanatics want more to be thrown away through their favorite party...

The first Club Fed job I had was for a very small agency. Towards the end of the year it had $225,000 left over, and it was considered a disaster to have money left over.

So they spend the $225,000 on flags of every nation to be hung in the building's "great hall." This agency was strictly domestic and had nothing to do with international affairs, so it was hard to see the relevance of having a flag for every nation in the world.

But in any case the head of the agency was much admired for avoiding having any money left over at the end of the year.
