That is a situation in which we have influence without invasion, and in which no one supports an occupation of any duration. It is also true that most attempts at creating resolutions against Israel have been vetoed by the United States. In such a case, of course we would not be motivated to enforce what we had vetoed, and would rather encourage negotiations than use force.
