Ann, Bush came in as an outsider in 2000. And soon he became an insider and it was politics as usual after he got into office. So people no longer look at the candidates as "insiders" and "outsiders". And in promaries, it is more about a candidate's electability. More about whether anyone can trust that person to have his/her finger on the button, one who has the temperament etc.
