The Mafia and related criminal organizations also are " a supra-national terrorist cartel." They cause countless deaths that far exceed those caused by Al-Qaeda. The cause terror in those who are directly affected by their activities. "...And this group was actively aided and abetted by various governments (or important people within those governments...." This is true of the Mafia as well. "...they are also criminals given their lack of any international legitimacy (such as a nation/state)...." International legitimacy is not a defense for criminal actions.
