They are synonymous. There is no choosing between the two statements because they are the same worded differently.

So, we apparently agree on the appropriateness of each country determining and acting on its own self interest. What we're disagreeing about is whether Rice's statement supports that. I say it doesn't. I say it expects other countries to let us do whatever we want in our self interest on the grounds that it will probably benefit them as a second order effect. If that is what it means, then I disapprove. If it means no more than "the self-interested actions of all parties benefits all," then I'm fine with it, although it could be expressed less condescendingly.
