I know graduate departments that take "foreign" students, just to fill the classes... why?

cuz classes live or die on the enrollment number

if you understood most university funding (if you can call it that), you would know, that generally speaking, academia has evolved into a very poorly managed attempt at being a business... which by the nature of the product, is pretty much a recipe for disaster...as it, in fact is. just like the american public school system.

dude... you're trying. but you gotta get into the underbrush if you really want to know what it is all about, Alfie.

you also should know...that along with boosting graduate enrollments in all sorts of quasi courses leading to quasi graduate degrees, the customers of the service arrive in many cases, from a culture that prizes these degrees, without evaluating the merit of the course of study....

come here, get a graduate degree, go home, get ahead.

nothing at all to do with the degree.

i don't think the chinese participants here would disagree.
