The problem with ANY system that is not one person one vote is that one needs open criteria about who gets to vote. For example it has been suggested that as a reform, university graduates should bet sixteen votes, high school graduates should get 4 votes, elementary school graduates should get one vote and those who didn't finish elementary school should not get any vote. I like that idea but it won't easily get adopted in capitalist countries because the advantages of the rich, i.e. control of the media hence control of a lot of people's unthinking vote, would be quite reduced. We will see what happens in China; you may be disappointed to find out that one person one vote is adopted, starting at the village level. Who knows?
