When you kill your terrorists by whacking a missile into a building where you figure the guy might be, the distinction blurs just a bit.

Not when you have precise intelligence that puts the missile into the window of the guy's office, as the Israelis have done more than once.

They do try not to kill civilians. They don't always succeed. The Palestinians, on the other hand, have a much easier targeting excercise.
