In medieval European towns, there have been deadly violence rates of 40-80/10'000 (inhabitants, that is). Chicago is at 6/10'000 today, average European towns at 1-2/10'000. I'd call it a civilizatory effect.

Wrt. world government:
If we first accept the (economic*) necessity of such a "government" to address some of the big challenges and conflicts of interest of this world, the implementation would be much easier.

*economic: without military conflicts. Those are incredibly and increasingly costly.

Around the world communities try to do just that, with greater and lesser success. Japan has been very successful. Colombia not so successful. New Zealand has done quite well but used to be much better. nationmaster.com

Things aren't easy and solutions aren't perfect. Successive approximation is the usual way of improvement rather than leaps to perfection, though they can happen on cusps of history [which are sometimes leaps to carnage because ideological megalomaniacs are mostly imbued with their own self-importance and are carried away with their great ideas as though they are already real and force others to adopt their ideas, or die - Jacob isn't advocating a great global army conquering the world to achieve a world government and neither am I].
