Did the NSA display suggest a motive? That's the real hurdle, because on the face of it, it would have to be a damn strong motive to be worth attacking the ship of your only ally. Most of the motives suggested - such as disabling the Liberty from overhearing Israeli moves in the Golan, hundreds of miles away from where the Liberty was attacked, fall apart the moment they are examined.
