Kholt- only half of them flunk again. Did you not notice that? Saving half is very good. In a perfect world it would be 100%, but getting half of a group of kids, already labeled as failures, to pass, is pretty darn good. You act as though the "flunkers" as you call them, all failed again with the special services.

These flunkers are children, who will live in your society forever whether they are educated or not. You have a program here that can help half of them, and you do not think it makes sense?

I suspect they want to put this program in place because they think if they get to the kids early, they can raise the success rate. Defeatism creeps into children at an early age when they fail in the system. I do not think you have ever worked with defeated young children, I have seen them as young as first and second grade- when I taught the reluctant readers- a euphemism for children who are not reading on a level with their peers.

One of the biggest barriers to their success in learning, is their past failure, and the way they internalize it. Not all children react to failure in negative ways, but enough do that it is quite a problem. Anything that has a 50% success rate with children who have failed already is a fantastic program, imo.
