Books deals with narco-terrorism. The new war means mafias and terrorists combining. This is a major problem, especially in areas of the world where nuclear weapons could be sold on the black market. Kerry also an engaged expert in WMD's proliferation and intelligence. Bush seems to all but ignore the old Svoeit stockpiles of WMD's which are a far more likely threat than anything Saddam was ever doing.
