Michael,
Respectfully disagree on both. A balanced budget amendment would have hamstrung our efforts to restart the economy but more importantly it would have destroyed efforts to fund the war on terror in a time of severe recession.
Term limits remove men and women but do not address the real issue which is that 95% of House seats are owned by one party or the other. I have no solution but i suspect that term limits would lose us folks with valuable skills without gain us much in return. Mike

I remember when Reagan campaigned for a line item veto to eliminate pork. I don't hear much about that anymore.
