I learned on C-Span during the Senate Democrat Policy Committee on Iraq Contracts (the GOPwingers refuse to hold a full committee hearing) that before the war Senator Leahy introduced a provision that would have prevented corporate war profiteering. The measure passed the Senate, however, it got deleted during the conference committee.

Had this provision passed, Halliburton would not today be stealing from the American taxpayers, and it would not be diverting money that could have gone to better use by helping to protect our soldiers.
