Doug,

It has been a long time since I used Win3.1, never in multi boot environment, so what I say is just a guess, take it for what its worth g>

I do believe you will need TWO separate partitions one for each OS, I would look for a multi boot software, search the web, there are many, that would allow you to boot into each OS.

You could try to install one Win3.1 first make a boot floppy
than wipe it off and install Win98 and make a boot floppy from it, but once you install BOTH OS's on the same partition one will override/overwrite the other, certainly
I do not believe that Win98 over Win3.1 will allow you to boot into Win3.1 as both installs files into the C:\ and the hidden system files may also conflict.

My opinion is that, only way you can do this with a multi boot software and in separate partitions.

Maybe someone who has tried it will comment on this.

Good luck and let us know how you make out.

Alex
