There is a problem with this:

the FACT that the children of the rich and powerful do NOT SERVE

Let's only let people vote who serve, like Heinleins, "Starship Troopers", the book, not the movie.

Golda Meir was prepared to go nuclear at one point but that would be OK in the "exposed to death" scenario. Nearly got there because they resisted pre-emption.

Nothing is so simple as we wish it to be yet for every individual there is a bed-rock of self-preservation and loyalties. Why wouldn't that be true for nations too?

None of the "served" arguments hold up unless we're prepared to make it mandatory and meaningful.
