Good point, however I think this has to do with the fact that the consumer market, which is usually very cyclical, was more stable through the recession than the business market. This may be a result in part of an overreaching on consumer debt. But, the tax cuts in 2001 and 2003 were substantial...there has definitely been an impact on consumer spending from them.
