Since the payroll surpluses go straight into the general fund, that's exactly what it is.

And it always was. The first retirees paid virtually nothing into the system. It's always been a social welfare program.

And if you think America is tired of these social welfare programs, why do you suppose Bush and the Republican congress just added a drug benefit to LBJ's Medicare?
