in the classic sense, maybe cooks (not servers) could be classified as manufacturing. But then you'd want another classification other than "manufacturing". You would need a designation of "high value add labor" or something like that. Then the high value add group would get the real manufacturing jobs like assembly of aircraft engines and things that people really think of as mfg, and the cooks would not be included. I also think software engineering should be classified as mfg.

The problem is that the current term manufacturing is used to describe that high value add class, and everybody knows it, this is the way it has been defined for years (however imprecise). Fast food is not a new industry, so to propose changing the rules now looks a little disingenuous.
