Ted... Re...Sort of like that, if you define "the Bush administration was planning" to mean not that some people within the administration where pushing the idea and that contingency plans where drawn up but rather that Bush himself had decided to go ahead with the invasion of Iraq before 9/11.

The simple truth is that the DOD,and various other agencies, have departments,which draw up contingency plans for almost every country on earth, including many of our friends. That has happened under every administration, for a long time, both Dem. and rep. administrations. Being prepared is different from actually carrying them out. You do have contingency plans, to get your family out in case of fire, don't you. Would that mean, if your house actually did start on fire, you planned the fire? Same thing, different circumstances.

The 10ppb standard being much better then the 50ppb standard wasn't based on solid science so if you want to make regulatory changes based on solid science you wait for more info.

I didn't make it up at all. It is fact.

I would not be surprised if contingency plans had been made for invading each and every country in the world, and that someone at some level of the administration isn't pushing for military intervention in at least a half dozen countries. That doesn't mean that this administration is planning to take over the world or even to intervene in 6+ additional countries. Its only reasonable to say the administration is planning an invasion when Bush signs off on it and supports the idea of an invasion.
