That is so easy -- you start by inviting and funding as many young people as possible from the middle east to study at universities in America Lots and lots of young people from the Middle East do study at our universities, both here and in Europe. Trouble is, they don't go back home afterwards. Places like Syria are not attractive to those with university degrees and marketable skills. There are no jobs in Syria. So they settle in New York, London or Paris. So easy, huh?
