You are quite wrong. The idea of an OFFICIAL voice has nothing to do with suppressing citizen debate. Nor has it ever been understood as being incompatible with some amount of dissent in Congress. However, it has been understood to mean that Congress mutes its disagreements with the president on foreign policy, the famous adage "all politics stops at the water's edge", and that no government official pretends to make foreign policy outside of channels.
