I have no idea what "a significant chance" is in the eyes of a military wrt. location and time frame. In the end, the decision is up to the members of the very exclusive landmine users club. the US is actually doing something about it by removing them. I'm not just talking about mines that America planted, or manufactured. That's correct. With ~70$mio/year, the US is the leading remover. I've no idea how this number is correlated per capita or in % related to military budget.
