I know that person, believe it or not. Her name is Dawn and she's a bodybuilder (among other things, I guess!)-- truly the freakiest person I've ever seen. She's going for her version of the librarian look in that shot. She's usually far more butch.
Apparently she has a website too, which is probably where the photo was lifted from.
