The Bush administration made a decision to turn away from Haiti and Aristide three and a half years ago. They stopped the critical funding. This severely curtailed Aristide's options. The US action resulted in a complete embargo on Haiti. The result was the collapse of a democraticly elected leader in the face of an armed (with US M-16's) opposition.

Bush readily traded in democracy for chaos. Bad choice.
