You left one out: When Saddam's troops were pillaging Kuwait City, raping the women and seizing a tiny, defenseless country's assets, John Kerry did not think the U.S. should join a UN coalition to oust Saddam from Kuwait. Not even after five months had passed, an ultimatum had been set and ignored, and the raping and pillaging continued. He thought we should have given more time for porous sanctions to work.

He wasn't the only one who voted that way. It seemed to me at the time and since to be a complete lack of judgment on his part and a disturbing signal that he does not believe in a strong approach to dealing with the thugs of the world.
