I don't have econ background, I'm just aware of this offshoring problem because I am in the middle of it in the software industry. I think Bush needs to raise corp taxes and forget all this "trickle down" bs and get our budget back in the black. It doesn't matter how much taxes corps pay, they will grow in asia but they will not move there. We might as well charge them up the wazoo for the priviledge of being US companies so that we can provide healthcare for our unemployed masses. I saw an old film clip of clinton on CNN yesterday. It showed clinton on the whitehouse lawn giving a speech with a chart behind him, titled "US Debt Free by 2012". Amazing damage that Bush has done.
