Second, ETA operatives have the best know-how to carry out mutliple bombings in Madrid --Basque terrorists can easily blend into the crowd and are much less conspicuous than "ugly Arab darkies".... Therefore, the whole scheme might very well be a joint-venture of sorts... My guess is that for, say, one million dollars, ETA members were eager to do a hackwork. After all, they are in dire straits: most of their historical/political leaders are in jail (either in France or in Spain). And they're strapped for cash --racketeering the shopkeepers and businesspeople in the Basque country only makes them unpopular among their own constituency. Bottom line: I'm afraid ETA rogues were bribed into Spain's most devastating terrorist attack --hence they didn't claim responsibility...
