After all, he refuses to back up or provide any proof of his statement about foreign leaders supporting him. And so far, apparently not a single one has come forward to confirm his story.

If those sentiments from foreign leaders were expressed to Kerry privately, as it appears they were, it would violate their confidence to identify them. And they can't come forward because they have to stay on good terms with Bush. I'm a little surprised you expected foreign leaders to strain their relationships with Bush.
