LOL... Reagan engaged in a huge arms build up. He forced the FSU to try to keep up, and it bankrupted them. But one possible outcome was that the FSU would see that they would lose the game. In order to stay in the game they would have had to cash in all their chips, which would have been a pre-emptive nuclear strike on the US and Europe. Fortunately they conceded defeat...because if they hadn't there wouldn't even be the collective farms left that you suggest. That was the gamble.
