I believe I read that's it's been beefed up with one of the latest updates but it offers no outbound protection..which to me, makes a firewall next to worthless.

The M$ XP firewall is rated by many as mostly useless. You need a firewall that monitors traffic both incoming and outgoing from your computer. The XP only monitors incoming traffic. Zone Alarm (the free version) is highly regarded and recommended by many and it monitors traffic both ways.

Go here for some good info about firewalls:

XP is a very vulnerable piece of software. Many of its ports and extra networking features need to be closed or disabled. An XP user should respond to you and help you make it safe to use. I remain happy with Windows 98 SE.
