We backed Iraq's invasion of Iran and Bush Sr. failed to oppose Iraq's invasion of Kuwait -- a diplomatic blunder. As for attacks prior to 9/11, terrorism did not begin on 9/11 but it was by far the worst breach of American security since WWII, and it happened while Bush and his team were asleep on the job. You won't see an accounting for any of this before the election -- Bush will do anything to use other people's tragedy to solicit votes while he avoids accountability for his failings as a President.
