I would agree with you, except in the case of modern islamic terrorism.

The two cases you cite involved US military personnel and embassy personnel that were stationed overseas. I can understand how they could be considered "fair game" by those who took action against them.

But that is not what is happening now. The targets are not "fair game." The attacks are not motivated by any specific political concerns. It's a free for all.

So I think what we face today is very different from what we faced then. Reagan pulled us out of Lebanon, and there were no more attacks.

There is nothing we can do to forestall further attacks from Al Qaeda except to kill them before they attack again; they have made no political demands, they have asked for no negotations, it is clear that they do NOT want an end to the hostilities.
