The Crisis began in May 2000. The blackouts and defaults began in the late Fall of 2000. Bush's appointees to the FERC weren't sworn in till the end of May 2001. Until that time, the FERC were all Clinton Appointees. By June 2001, there was a firm price caps on Electricity in the West, increased consumer prices, conservation efforts by California consumers really kicked in, and the crisis was over.

Yes, the FERC. The Federal Energy Regulatory Commission. June 2000-January 2001, 3 Democrats and 1 Republican.
January 2001 - May 2001, 2 Democrats and 1 Republican.
June 2001, 2 Democrats (Clinton Appointees), 3 Republicans (2 Bush Appointees).
