Clinton 2000 was probably inclined to be more aggressive with terrorists than pre-9/11 bush. When the mideast peace deal fell thru he blasted arafat. 9/11 changed everything for bush. And the truth is Clintons presidential experience makes him more inclined to be a tough guy with al quada. Occasionally you will hear this in his speeches. Unfortunately this doesnt play well in the democrat party. mike

It was almost completely off Bush's radar screen. His advisors, who briefed him on FA going into the election, were wrapped up in Saddam, China, and Russia.
