s there a distinction between terrorists or those who enable or harbor them?

There is reason to claim the group Alpha 66 as terrorist. They plant bombs in hotels and tourist resorts and perform assasinations. They are based in the United States.

but to say that the Taleban is not a terror organization is an exercise in less than meaningful precision.

No, understanding the distinctions between an organization like the Taliban, and and organization like Al Qaeda is essential to dealing with them. Perhaps it is valid to lump them together as evil-doers, but to lose the distinction between the nation-state of Afganistan and the roving crime family of Al Qaeda has cost the world more than 911 days in bringing justice to the crime.

Al,

re: Is there a distinction between terrorists or those who enable or harbor them? That was the meaning of my Hmmmm...

Yes, there is. Terrorist are people who plan and/or commit terrorist acts. People who "harbor or enable" terrorists are, well, people who harbor or enable terrorists.

You can say that the second group is just as deserving of punishment, but you can't say they are the same. Pakistan comes to mind as a member of the second group.
