a problem with the doctrine itself,

I do have a problem with the doctrine.
While it appears to be tough and specific, it is in reality as maleable as the current definition of terrorist. In short, it means whatever it is claimed to mean at the moment. There is no concept of checks and balances in the doctrine and it is already shown that the lack of accountability will be abused. Uncertainty in foriegn policy leads to danger for Americans.
