TP, Uncertainty in foriegn policy leads to danger for Americans.

Frankly, I think your alternative would bring much more uncertainty in foreign policy than the Bush doctrine. Sure, it all depends on what your definition of a "terrorist" is, but just saying that doesn't answer the question of how to reduce the likelihood of another 9/11. Meanwhile, the standby argument of "better intelligence and law enforcement" is not only intellectually lazy, but it also represents a strategy of a back-field defense, and the terrorists will be free to continue shooting at the goal whenever they like.
