Michael, we don't know what they were thinking. C2 doesn't know. You don't know. And I don't know. My point was that their intentions don't matter because the effect is what counts.

It's like Kerry voting against body armor. He didn't cast his vote against body armor but against the conditions of the aid package that was part of the same bill. But he's still getting clobbered for voting against body armor because that's the net effect of his action so that's how it's being perceived. No one cares what his intentions were.
