Bush would like to means test Social Security. He is too smart to do that. He also lacks the courage to do that.

Why should people who have had good enough sense to save for their retirement in other ways than Social Security be penalized? Thrift and planning punished and stupidity and lack of foresight rewarded? Is that your plan? Looks like a socialist doctrine.
