And how do you come up with how much material for a particular configuration of material is needed to hold that weight?

You look at "per cm sq" load capacity of the material and the cross section of it you need. All this after finding out in which direcion the load with bend your structure of course :-) Concrete is strong in compression, and steel is strong in tension. Since the cantilever of the balcony bends downwards, for example, you put the steel reinforcement at the top. Etc etc...

I'm sure your little red noz is quite cute. :-)
