As for American civil liberties, you can be sure there are plans in the Bush Administration to call for a national emergency and suspend all rights, including elections, under the "right circumstances". This is an Administration that waited for the "right circumstances" to lie their way past Congress to get us into a war with Iraq. This is an Administration that never saw a pretext that it did not exploit. There is a real threat of ongoing terror in the U.S. -- and there is a real issue about the credibility of the President. If Bush is losing in the polls and we have another attack, is martial law possible? Given what we have seen so far, the answer is "yes".
