If Bush had a tough time figuring out whether he wants to subsidize steel or not, one day on one side and another day on the other side, then why does he think that others cannot do so too.

Off course Bush remained steadfast on Iraq because of their WMDs. Say what, steadfast on Iraq's WMDs? What WMDs?
