A lie is a statement the teller knows to be false. An error is an incorrect statement the teller does not know is false. Bush knew many of his claims of certainty were either not certain or not true. For example, in his State of the Union speech he mentioned Saddam's supposed efforts to purchase yellowcake in Niger. At that time, the yellowcake story had already been exposed as false, and the documents exposed as forgeries by the CIA's own emissary to Niger. The White House had that information.

As for Clinton, I don't know what Clinton believed about the aspirin factory. Whatever he believed, it doesn't compare with the massive project of the Bush administration to lie us into war, involving at least a dozen top officials.

However, it's not as important to label Bush a liar as it is to recognize that his, and his Administration's, statements about WMDs, and Saddam's supposed connections to Al Qaeda and 9/11 were false. If they hypnotized themselves into believing them, that's as inculpatory as if they lied. Either way, they cannot be trusted with the fate of the nation and the world.
