OK, you're making a decent point - bringing in Kay's testimony. He does have credibility to me.

One caution, Kay's opinions, I think, are of the immediate pre-war situation. We know that Iraq has possessed stockpiles of WMD's in the past and used them in the Iraq-Iraq war. And what happened to what they had we still don't know.

Kay also said Iraq had WMD programs, if not significant stockpiles at present, which gave him the ability to produce future stockpiles. And these programs, as Kay pointed out, were violations of the agreements Saddam had made.
