Because he was dead before they had the opportunity to arrest him.
He visited the mosque every morning, right where he got liquidated. Israelis military police could have waited there and arrest him. He did never hide. There haven been opportunities 24/7 for at least 5 years.

Yeah, he was already blind, quadriplegic and in a wheel chair, clearly a major threat alive? Now assassinated by state sponsored terrorists, he is a much bigger threat.
