SEC. 2. SUPPORT FOR UNITED STATES DIPLOMATIC EFFORTS.

The Congress of the United States supports the efforts by the President to

(1) strictly enforce through the United Nations Security Council all relevant Security Council resolutions applicable to Iraq and encourages him in those efforts; and

(2) obtain prompt and decisive action by the Security Council to ensure that Iraq abandons its strategy of delay, evasion and noncompliance and promptly and strictly complies with all relevant Security Council resolutions.

SEC. 3. AUTHORIZATION FOR USE OF UNITED STATES ARMED FORCES.

(a) AUTHORIZATION- The President is authorized to use the Armed Forces of the United States as he determines to be necessary and appropriate in order to

(1) defend the national security of the United States against the continuing threat posed by Iraq; and

(2) enforce all relevant United Nations Security Council resolutions regarding Iraq.


So it is not a blanket vote to the President to go to war for reasons stated above. And Kerry has time and again stated that when he voted it was before the Security Council vote, where the US could not get the votes to go to war. And as Kerry says, after the US was handed a defeat, the US should have gone in with a new resolution to try to get the SC cooperation. But Bush didn't and instead went to war unilaterally. That is what Kerry does not support. This is no story about Kerry waffling on the issue.

Just like there was no story in Kerry's involvment with the anti war movement. Please let us discuss facts and not use this thread for lies and deception. When you come on and say that Kerry voted for the war it means that he gave Bush the green light to fir the first shot. And that is not true, especially in light of what Paul O'neill and now Dick Clarke has said about manipulation of the situation by the WH.
